A Lei estabeleceu a obrigatoriedade da reserva de vagas nas Universidades e Institutos Federais, combinando frequ\u00eancia \u00e0 escola p\u00fablica com renda e cor (etnia).<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">\u00c9 <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">uma das importantes conquistas no campo de acesso \u00e0 educa\u00e7\u00e3o superior por parte de segmentos sociais historicamente exclu\u00eddos, entre eles os povos ind\u00edgenas<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, j\u00e1 que<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">promove<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> a igualdade de oportunidade para todos os brasileiros, na sua ampla diversidade sociocultural e imensa desigualdade econ\u00f4mica. <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Entretanto<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, n\u00e3o pode ser vista como um fim em si mesma ou como a salvaguarda de todos os problemas de desigualdade e exclus\u00e3o educa<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">cional no pa\u00eds, como<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> observou<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">\u00e0 \u00e9poca o professor <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Gersem<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">Baniwa<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">. \u201c<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u00c9 um ponto de partida para se pensar o enfrentamento mais pragm\u00e1tico das desigualdades associadas \u00e0 exclus\u00e3o e discrimina\u00e7\u00e3o racial, sociocultural, econ\u00f4mica e \u00e9tnica<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u201d afirmava, destacando que \u201co <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">alcance da Lei depende de a\u00e7\u00f5es e estrat\u00e9gias a serem adotados pelo Minist\u00e9rio da Educa\u00e7\u00e3o e pelas <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Institui\u00e7\u00f5es Federais de Ensino\u201d <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">(LUCIANO, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Gersem<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> Jos\u00e9 dos Santos, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Museu Nacional, UFRJ, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">2012)<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">Na sua reflex\u00e3o, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">calcada na experi\u00eancia como pesquisador e formulador de pol\u00edticas para a educa\u00e7\u00e3o superior ind\u00edgena<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">,<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> lembrava que a Lei <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">vinha para fortalecer<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">experi\u00eancias pioneiras<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> no processo de pol\u00edtica a<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">firmativas na \u00e1rea, tais como os<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u00a0programas de educa\u00e7\u00e3o tutorial, a forma\u00e7\u00e3o intercultural de educadores ind\u00edgenas e os vestibulares diferenciados, atrav\u00e9s de vagas suplementares. Experi\u00eancias <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">impu<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">l<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">sionadas<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> pela Constitui\u00e7\u00e3o Federal de 1988 e legisla\u00e7\u00f5es internacionais, bem como pela iniciativa de professores <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ind\u00edgenas, e<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> n\u00e3o-<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ind\u00edgenas,<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">para fazer valer o direito \u00e0 educa\u00e7\u00e3o diferenciada, como direito coletivo, comunit\u00e1rio.<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">O ac<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">esso institucionalizado aponta<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, assim, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">para os<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">horizontes de uma universidade pluri\u00e9tnica <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">gestada nos<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">esafios de um campo com <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">import\u00e2ncia estrat\u00e9gica para a constru\u00e7\u00e3o de espa\u00e7os e experi\u00eancias de conviv\u00eancia multicultural entre povos ind\u00edgenas e a sociedade nacional, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">atrav\u00e9s da troca de saberes, orientada pela interdisciplinaridade, qualidade e compromisso social <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">com a melhoria de vida das comunidades <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ind\u00edgenas<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">No<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> processo de institu<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">cionaliza\u00e7\u00e3o da Lei de Cotas \u00e9<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">primordial<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">a <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">liga\u00e7\u00e3o entre o acesso, acompanhamento e perma<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">n\u00eancia dos estudantes ind\u00edgenas. Tais<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> trajet\u00f3rias <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">acad\u00eamicas <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">configuram alteridades coletivas <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">em <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">uma sociedade multicultural, em <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">que<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> \u00e9 preciso enfrentar pr\u00e1ticas discriminat\u00f3rias<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, racismo<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">e fazer valer seus direitos, cobrando dos governos a constitui\u00e7\u00e3o de um Estado diferente que possibilite a igualdade <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">de condi\u00e7\u00f5es de vida para todos<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">Nessa perspectiva, a <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">recente<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> mobiliza\u00e7\u00e3o dos estudantes ind\u00edgenas<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">e quilombolas contra<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> o <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">an\u00fancio<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">de cortes<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> de Bolsa <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Perman\u00eancia, pelo Minist\u00e9rio da Educa\u00e7\u00e3o, \u00e9 exemplar. <\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s2\"><span class=\"bumpedFont15\">Ap\u00f3s <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">v\u00e1rias manifesta\u00e7\u00f5es em Bras\u00edlia<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, audi\u00eancias p<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u00fablicas nas universidades e resist\u00eancia contra qualquer retirada de direito, o <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">MEC <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">garantiu<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> 2.500 novas bolsas para alunos ma<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">triculados no primeiro semestre,<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> conforme publicado no site do minist\u00e9rio. A abertura do MEC para o cadastro de novos ind\u00edgenas \u00e9 uma conquista dos estudantes ind\u00edgenas e <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">quilombolas.<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">Contudo<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">iante <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">a conjuntura de <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">severos cortes or\u00e7ament\u00e1rios e<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> dos <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">cont\u00ednuos <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ataques aos d<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ireitos ind\u00edgenas e quilombolas, continuam <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">vigilantes<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> e<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> querem que o Programa<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">de <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Bolsa Perman\u00eancia<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">*<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> se torne projeto de lei, pois <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">\u00e9 a condi\u00e7\u00e3o <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">material <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">para <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">os povos <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">continuar<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">em<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> ocupando e <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">pintando <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">de jenipapo e urucum a academia<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\" style=\"text-align: justify\"><span class=\"s4\"><span class=\"bumpedFont20\">*O Programa de Bolsa Perman\u00eancia <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont20\">(PBP) \u00e9 uma a\u00e7\u00e3o do Governo Federal, por meio do MEC, em conjunto com v\u00e1rios \u00f3rg\u00e3os, que visa democratizar o acesso e a perman\u00eancia no ensino superior de estudantes ind\u00edgenas, quilombolas e daqueles em situa\u00e7\u00e3o de vulnerabilidade socioecon\u00f4mica.<\/span><\/span><\/p>\n<p style=\"text-align: justify\">Carmem Rejane Antunes Pereira<\/p>\n<p class=\"s3\" style=\"text-align: justify\">\n","protected":false},"excerpt":{"rendered":"<p>O projeto de Lei que criou uma pol\u00edtica de a\u00e7\u00e3o afirmativa nas institui\u00e7\u00f5es federais de ensino foi aprovado e sancionado pela Presid\u00eancia da Rep\u00fablica em agosto de 2012 na forma da Lei 12.711\/2012.
